WIP: Eagerly sync device lists on /user/keys/query requests
Also notify servers when a user's device display name changes. Few caveats: - sytest `Device deletion propagates over federation` fails - `populateResponseWithDeviceKeysFromDatabase` is called from multiple goroutines and hence is unsafe.
