Password Configuration:
The PasswordConfig struct allows customization of the password validation requirements. This can be extended to include more complex policies as needed.
YAML Configuration:
The PasswordConfig struct could be loaded from a YAML file, enabling dynamic adjustment of the password requirements without code changes.
Password Validation:
The ValidatePassword function checks the length, presence of uppercase letters, lowercase letters, digits, and special characters based on the provided configuration.
Sidecar Feature:
A placeholder sidecarLogPasswordValidation function is included, where you could integrate with a logging service to track password validation attempts.

Rebase of #2936 as @vijfhoek wrote he got no time to work on this, and I
kind of needed it for my experiments.
I checked the tests, and it is working with my example code (i.e.
impersonating, registering, creating channel, invite people, write
messages).
I'm not a huge `go` pro, and still learning, but I tried to fix and/or
integrate the changes as best as possible with the current `main` branch
changes.
If there is anything left, let me know and I'll try to figure it out.

This PR
- adds several tests for the clientapi, mostly around `/register` and
auth fallback.
- removes the now deprecated `homeserver` field from responses to
`/register` and `/login`
- slightly refactors auth fallback handling
Fixes the admin password reset endpoint.
It was using a wrong variable, so could not detect the user.
Adds some more checks to validate we can actually change the password.
